In late 2019, after extensive public outreach, the Gardena City Council approved a set of service improvements scheduled for early 2020. However, due to the COVID-19 pandemic, GTrans had to quickly adapt to federal, state, and local mandates to stop the spread of the virus. These restrictions delayed the implementation of the approved changes and combined with a significant drop in ridership and a shortage of necessary manpower, GTrans adopted a temporary, modified schedule for each line.
As the restrictions of COVID-19 continued to be lifted, GTrans created the Service Restoration plan to restore service to pre-pandemic levels. In order to make improvements, GTrans has continued to work towards restoring service according to the plan by continuously looking at ridership trends, demand and labor resources, and recruiting for Bus Operators within the last few years.
Based on the analysis conducted by staff, GTrans is proposing several systemwide service improvements. Below is a summary of the proposed changes. In 2019, the City Council approved significant modifications to the Line 1X schedule to be implemented in early 2020. However, due to COVID-19, service was temporarily modified. Since then, ridership trends have significantly decreased throughout the industry. GTrans conducted an independent analysis which concluded that overall travel patterns have changed and bus stop conditions have worsened.
With this in mind, GTrans proposes to eliminate all weekday service to Downtown LA and permanently adopt the current modified weekend frequency and routing, with improvements to the schedule. The new schedule will run from Monday to Sunday from Redondo Beach C Line (Green) Station to Harbor Freeway C Line (Green) and J Line (Silver) Station. The zone fares are proposed to be eliminated.
GTrans is proposing minor schedule adjustments to Line 2 service during weekend peak periods to improve on-time performance and overall service.
GTrans is proposing minor schedule adjustments on Line 3 service heading Eastbound during the PM peak periods to improve on-time performance and overall service.
GTrans is proposing to permanently reduce service to morning and afternoon peak periods only. Prior to the pandemic and current modification, service was proposed to be reduced due to low ridership and demand. To complement the reduced service, GTrans will implement On-Demand Microtransit to meet the area’s needs. Resources saved due to the reduction in service will be reallocated to improve services systemwide.
GTrans is proposing to improve frequency on the current weekday schedule, along with adding a new weekend service on Line 5 at a peak frequency of 30 minutes, between the Metro Willowbrook/Rosa Parks station (A and C Lines) in Compton and the Aviation/LAX station (C Line) in El Segundo. With the addition of weekend service, GTrans hopes to provide more connections to the Automated People Mover and LAX Transit Center, when operational.
